The EPA is unlikely to propose a new rule for reducing the oil-and-gas industrys methane emissions before the end of the Obama administration, says North Dakotas top energy regulator. Were not likely to see a proposed rule during this administration, says Lynn Helms, director of the states Department of Mineral Resources. Last month, the EPA formally ordered oil-and-gas producers to submit information on their methane emissions, but that process can take quite a bit of time.
